Mr. Deming requested Privilege of the Floor.
Cynthia Oswald presented the following remarks:
Good afternoon. Thank you for the opportunity
to share a very special anniversary with you.
This year the Chamber celebrates its fortieth
anniversary. Special thanks goes to you, Mr. Merrick,
Mr. Coyle, and the County Board of Supervisors
for your history of support of the Chamber, the
Livingston County Education Alliance and programs.
We are prepared, with your support, to confidently
move the Chamber and the County forward by fulfilling
our mission to, "Promote business development
and the quality of life in Livingston County".
We, as the Chamber team have developed strong
relationships, built on collaboration and the
mutual drive to positively impact the community.
I
would like to take a moment and recognize the
board of directors, committee members and staff
that are here with me today.
C. Oswald asked those committee members in the
audience to please stand. She then introduced
the following Board members and asked them to
stand as well: Pat Rountree, Phil Brooks, Carl
Lutz, Kathryn Hollinger, Georgia Macauley, Bill
Bacon, John Quinlan, and Virginia Amico. C. Oswald
also announced that Bonnie Swanson, Chairwoman
of the Livingston County Chamber of Commerce,
was unable to attend today. She recognized her
staff Tourism Director Lisa Burns and Financial
Administrator Deborah Cisco and commented that
a lot of Chambers in the State have more than
just four employees. She also acknowledged Janice
Keane, Program Assistant, who was manning the
Chamber office. She commended the staff for being
hardworking and dedicated and thanked the volunteers
for their contributions. She stated that Tourism
Director Lisa Burns has been the Chamber's full-time
tourism professional for six years and has raised
the bar for tourist promotion. C. Oswald commented
that Lisa has taught her a lot about tourism and
she indicated Lisa has said that Letchworth State
Park is our anchor. She added that Deborah Cisco
has been working for the Chamber for 22.5
years managing the benefits programs and much
more as Financial Administrator.
You have received the letter from us highlighting
our activities over the past forty years and have
approved for a formal resolution from, the Livingston
County Board of Supervisors. I would like to share
with the audience the resolution, which I believe
speaks for, not only the organization and members
today, but for those community volunteers who
in 1970 had a vision for Livingston County,
of a premier business membership organization
that would work in tandem with county government
to bring attention to our assets and enhance support
of business and community efforts.
At 700 plus businesses strong, those volunteers
in 1970 who formed the foundation for the Livingston
County Chamber of Commerce have had their dreams
realized. She added that those founding members
knew the benefit of a Chamber to businesses throughout
the County and 700 members today is considered
a mid-size Chamber by national standards. C. Oswald
read the foregoing resolution and thanked the
Board of Supervisors for their continued support.
The
County Administrator stated that it is not much
of a challenge to continue to support a program
that continues to excel. He thanked Lisa Burns
for promoting tourism, which generates revenue
for the County. Chairman Merrick joined the County
Administrator at the podium and on behalf of the
Board of Supervisors, he and the Chairman presented
a plaque to President Cynthia Oswald, which replicated
the foregoing resolution.
President
Oswald announced that the Chamber is sponsoring
a reception immediately following the Board meeting
to be held in the third floor lobby of the Government
Center, which was catered by Party Man Catering.

and commented that when the reception is over
the Chamber staff will be back hard at work.

Tournament Fundraiser a Success
Frontier Communications, Tournament Sponsor
The
Livingston County Chamber of Commerce and the Livingston
County Education Alliance hosted its annual Distinguished
Leadership Quest for the Cup Golf Tournament, silent
auction and banquet on Monday, June 7th at Woodlynn
Hills Golf Course.
The
weather held as twenty-seven foursomes competed in
the tournament. Brae Burn Golf Club of Dansville,
led by Brae Burn Director of Golf, Gary Schaepe Jr.,
took first place. Each golfer had the chance to win
a Ford at the sixth hole in a program sponsored by
Dom Genova and Genesee Valley Ford. Toshiba of Rochester's
hole-in-one program on the fourth hole for a flat
screen TV was also popular.
The
tournament, one of the largest in the area has
now gone national! With the support of American
Rock Salt's Vendor Program, Resolite, a team
from out of state came to compete in the beautiful
hills of Western New York. The Chamber thanked
the Resolite team for their support with a Livingston
product basket. The team headed by Joe Hepp,
of Easton, Pennsylvania, promises to be back
next year.
Over
one hundred businesses were represented as sponsors.
Many local businesses donated gifts for the
door prizes and the grand raffle prize was a
42" flat screen TV donated by Sam's Club,
Henrietta. This event is a fundraiser for the
LCEA, its scholarship programs, Leadership Institute
programs and the building fund. Thank you to
all our supporters for making the 2010 LCEA/Chamber
tournament a great success!

Back
in September, the Big Tree Inn Geneseo was the setting
for the kickoff of the Livingston County Education Alliance
(LCEA)/Livingston County Chamber of Commerce's Leadership
Livingston, a ten-month program geared toward training
community leaders in the county. Community members,
from diverse backgrounds, made the commitment to spend
the next ten months developing and expanding their leadership
skills and understanding of Livingston County.
The
eighth training session was held at American Rock Salt
on April 8th. This is always an exciting session as
the group goes underground to tour the mine. Leadership
Livingston heard first hand from Gary Perrin, Human
Resources Manager about the business of running a salt
mine. Dave Chichelli gave the group their safety training
and Gary Perrin gave the tour along with Danny Anzolone,
Production Supervisor and driver John Hann.
This
LCEA/Chamber program evolved out of a growing concern
among community organizations for the need of dedicated
employees and volunteers to serve in a variety of capacities
contributing to the quality of life in the community.
Leadership Livingston seeks to identify leaders, expose
them to the many aspects of our community, and provide
them with the tools necessary to effectively deal with
the issues facing Livingston County.

of Ghana, Her Ladyship Georgina T. Wood visit to
Upstate New York with a dinner hosted by Chamber
President, Cynthia Oswald and the Chamber Board
of Directors.
"We were both pleased and honored to partner
with SUNY Geneseo in welcoming Her Ladyship, the
Chief Justice of Ghana, Georgina T. Wood to Livingston
County and the beautiful Finger Lakes Region of
Upstate New York!", declared Chamber President
Cynthia Oswald. Her Ladyship was invited by SUNY
Geneseo to serve as their annual Kenneth Roemer
Lecturer on World Affairs. Chief Justice Wood spoke
to a crowd of over 300 students, dignitaries and
community members on, "The Dynamics of Law
and Development in Ghana: The Case for Judicial
Reform in an Emergent Democracy".
The Livingston County Chamber of Commerce has a
Memorandum of Friendship for Business, Education
and Cultural Development with the New Juaben Traditional
Council and Municipal Council.
At the dinner the newly formed New Juaben
Chamber of Commerce was recognized and the Interim
President, Nana, Dr. Victor Berko Boateng, was
presented two Leadership books for their Women's
Leadership Committee by the American Association

County Chamber President Cynthia Oswald Invited
to Serve as Voice of Business on New York State
Department of Health Prevention Agenda Leadership Group.
Cynthia Oswald, President of the Livingston County Chamber
of Commerce has been invited by NYS Commissioner of
Health, Richard F. Daines, M.D. and NYS Public Health
Council Ad Hoc Committee Chair, Jo Ivey Boufford to
serve as the voice of business on the Leadership Group.
"I am looking forward to the opportunity to provide
my leadership and assistance in implementing New York's
Prevention Agenda toward the Healthiest State,"
said Oswald.
The
Prevention Agenda is a call to action to local health
departments, health care providers, and civic and community
organizations to work together to achieve improved health
outcomes for New Yorkers. The Prevention Agenda establishes
ten public health priorities for New York State, identifies
the year 2013 goals for each priority area and outlines
indicators to measure progress toward achieving these
goals and eliminating racial, ethnic, and socio-economic
disparities in health outcomes.
Oswald
will have the unique role of sole business representative
and the first chamber executive invited to participate
on the committee. She remarked, "The health outcomes
of our residents impact all facets of economics, business
and community. Chambers have the compelling, personal
stories that will create a movement for change. I will
do my best to be of service to the committee."
Representing
a county of small businesses and small towns in Upstate
New York, she also serves on the Genesee Valley Health
Partnership Board of Directors chaired by Jim Wissler,
CEO of Nicholas H. Noyes Memorial Hospital in Dansville
and as Vice-Chair of the Chamber Alliance of New York
State (CANYS).

The
Livingston County Chamber of Commerce is pleased
to announce Bonnie Swanson, manager of Key Bank
Geneseo has been elected to serve her second year
as Chairwoman of the Board. Bonnie has been a
member of the chamber board since 2003 and has
served as treasurer of the board and co-chair
of the small business committee prior to serving
as vice-chair the past two years. She is an active
member of the Livingston County community, involved
in the Geneseo Rotary at the leadership level
and two years ago led a successful campaign as
chairwoman for the Livingston County United Way.
Serving
with Bonnie as the Chamber's newly elected Executive
Committee for 2010 are: Bill Bacon, Five Star
Bank - Vice-Chairman, John Quinlan, Quinlan's

County Chamber Makes $8,000 Available in Scholarship Program

Up to four $2,000 awards available to graduating High
School Seniors
Livingston
County Chamber of Commerce/LCEA (Livingston County Education
Alliance) will award up to four $2,000 scholarships
to graduating high school seniors attending college
in 2009. The Chamber's scholarship program is now accepting
applications. Application forms are available at the
Chamber office, 4635 Millennium Drive, Geneseo, 243-2222,
on the Chamber website, www.livingstoncountychamber.com
and at all high school guidance departments.
Helen
Zamboni, lawyer with Underberg & Kessler LLP, is
chairing the Scholarship Committee. The committee has
determined contest criteria and will judge all applications.
Two awards are sponsored in part by New York State Department
of Labor JSEC (Job Services Employer Committee), Genesee
Valley Motors and the Livingston County Chamber Agriculture
Committee.
The
awards are categorized in two areas: an essay competition
for students living in Livingston County, applications
are available at all Livingston County high school guidance
offices and at the Chamber website, www.livingstoncountychamber.com
and a project presentation competition for Genesee Valley
BOCES C.G. May Center students (residents of Livingston
County), with at least one scholarship going to a student
with an interest in agriculture. Vocational students
should contact the C.G. May Center office at 658-7900
for information.
"Once
again, the Livingston County Education Alliance (LCEA)
and the Chamber are proud to be part of this long-standing
annual community initiative," says Chamber President
and Executive Director of LCEA, Cynthia Oswald. "The
scholarship program is one of the ways business supports
education and our emerging workforce in Livingston County."
Applications
must be postmarked by Monday, May 3, 2010. Recipients
will receive a cash award to be used for their college
or technical career training expenses. In addition,
recipients will be guests of the Chamber at the annual
Business & Industry Day Awards Luncheon on Friday,
June 18, 2010 to be held at the Genesee River Restaurant
& Reception Center in Mount Morris.

The
Livingston County Education Alliance (LCEA)/Livingston
County Chamber of Commerce is pleased to announce the
names of the four area high school seniors that have
been chosen to receive scholarships of $2,000 each and
one area SUNY Geneseo College student that will receive
$1,000 from the Livingston County Education Alliance
(LCEA) and the Livingston County Chamber of Commerce.
The
students participated in the LCEA/Chamber Scholars program,
an annual awards program. The high school award is based
on an essay submitted by the student or a portfolio
presentation and demonstration by the student. SUNY
Geneseo School of Business sets the criteria for the
colleges scholarship award.
This
years scholarships have been presented to the

Motors, Chamber of Commerce Agricultural Committee,
NYS Dept. of Labor JSEC Committee and an endowment from
the Avon Community Foundation which help make these
scholarships possible.
The
Chamber is proud to award scholarship to these deserving
local students, says Livingston County Education
Alliance Executive Director and Chamber of Commerce
President Cynthia Oswald. This program honors
the emerging workforce, our students, who are the future
of a working community. This years pool of scholarship
applicants was amazing .These five recipients are outstanding
students and individuals.
The
recipients were honored at the Chambers 31st Annual
Business & Industry Day luncheon on Friday, June
19th at the Genesee River Restaurant in Mount Morris.

Livingston
County Chamber of Commerce Supports Pre-Approval Legislation
Deborah
Cisco, Member Benefits Specialist for the Livingston
County Chamber of Commerce testified on Monday, June
8th in Albany to the Assembly Health Insurance Committee
chaired by Assemblyman Joseph Morelle.
As
Member Benefits Specialist at the Livingston County
Chamber of Commerce in Geneseo Deborah administers insurance
for over 800 policies. This is one of the largest chamber
groups in Western New York. With twenty-one years working
with chamber members looking for affordable and accessible
health insurance she offered important insight to the
committee.
The
Livingston County Chamber of Commerce supports the Chamber
Alliance of New York State (CANYS) position on the legislation
for reinstatement of prior approval of health insurance
premium rates by the Department of Insurance. This support
is in hopes of oversight to insure a fair cost of insurance
for our members.
For
our individual members and our business members, health
insurance has become unaffordable. Our members struggle
to pay for their own insurance, insurance for their
employees, state and federally funded insurance for
others that qualify and for the uninsured that are seen
in hospital emergency rooms around the state. With New
York State's shrinking workforce and tax base this model
will be difficult at best to sustain.
"For
almost a decade, we have hung on for the ride of double
digit increases and members scrambling to switch companies
and products annually only to eventually give up on
the game and drop their insurance completely,"
Deb stated to Chairman Morelle.
There
is no quick fix to this multi-faceted issue and pre-approval
legislation is not an end-all.
Pro
- business usually means less government intervention,
and it is rare for a chamber, as a business membership
organization, to ask for government oversight.
The
Livingston County Chamber of Commerce believes we are
at a historical turning point, not only for our members,
but also for New York State. We need to work together
to control the spiraling cost of health insurance and
the great exodus of businesses and taxpayers from our
state.

LCEA Chamber Scholarship Winners
The
Livingston County Education Alliance (LCEA)/Livingston
County Chamber of Commerce is pleased to announce
the names of the two area high school seniors that
have been chosen to receive scholarships of $2,000
each from Livingston County Education Alliance (LCEA)
and the Livingston County Chamber of Commerce.
The
winning students are seniors enrolled in a technical
program at the GV BOCES, CG May Center in Mount Morris.
The award is based on selection criteria, including
a portfolio presentation and demonstration. The LCEA
Scholarship Committee will also be awarding two $2,000
scholarships based on selection criteria and essay
submission.

Livingston
County Chamber President Cynthia Oswald Elected to Serve
as State Chamber Vice- Chair in 2009 and Chairwoman
in 2010
Cynthia
Oswald, President of the Livingston County Chamber of
Commerce has been elected to serve as vice-chair this
year and as chair in 2010, representing the Chamber
Alliance of New York State (CANYS). Wally Hart, President
of the Fulton County Regional Chamber of Commerce and
2009 chairman of the volunteer board nominated Oswald
at the board's March 24th meeting. "I am looking
forward to the opportunity to provide my leadership
and assistance in promoting sound business policy in
New York State", said Oswald.
Representing
a county of small businesses and small towns in Upstate
New York she is constantly reminded of the importance
of a strong united voice for business at the state level.
CANYS, along with the NYS Business Council, provides
a forum and support for grassroots efforts that continue
to strengthen our businesses, communities and state
economy.
Oswald
remarked, "Whether business means farms, finance,
tourism or manufacturing, and the issues are taxes,
health insurance or workforce, we chambers have our
ear to the conversations on the streets. We have the
compelling, personal stories that will create a movement
for change."
This
leadership position gives Livingston County a strong
voice and visibility in moving the collective agenda
forward. Cynthia has served on the CANYS Board for the
past four years and also serves on the US Chamber Council
on Small Business in Washington DC.

Chamber Makes $8,000 Available in Scholarship Program - Deadline
May 1, 2009
Up to four $2,000 awards available to graduating High School
Seniors
Livingston
County Chamber of Commerce/LCEA (Livingston County Education
Alliance) will award up to four $2,000 scholarships to graduating
high school seniors attending college in 2009. The Chamber's
scholarship program is now accepting applications. Application
forms are available at the Chamber office, 4635 Millennium
Drive, Geneseo, 243-2222, on the Chamber website, www.livingstoncountychamber.com
and at all high school guidance departments.
Helen
Zamboni, lawyer with Underberg & Kessler LLP, is chairing
the Scholarship Committee. The committee has determined contest
criteria and will judge all applications. Two awards are sponsored
in part by New York State Department of Labor JSEC (Job Services
Employer Committee), Genesee Valley Motors and the Livingston
County Chamber Agriculture Committee.
The awards
are categorized in two areas: an essay competition for students
living in Livingston County, applications are available at
all Livingston County high school guidance offices and at
the Chamber website, www.livingstoncountychamber.com
and a project presentation competition for Genesee Valley
BOCES C.G. May Center students (residents of Livingston County),
with at least one scholarship going to a student with an interest
in agriculture. Vocational students should contact the C.G.
May Center office at 658-7900 for information.
"Once
again, the Livingston County Education Alliance (LCEA) and
the Chamber are proud to be part of this long-standing community
initiative," says Chamber President and Executive Director
of LCEA, Cynthia Oswald. "The scholarship program is
one of the ways business supports education in Livingston
County."
Applications
must be postmarked by Friday, May 1, 2009. Recipients will
receive a cash award to be used for their college or technical
career training expenses. In addition, recipients will be
guests of the Chamber at the annual Business & Industry
Day Awards Luncheon on Friday, June 19, 2009 to be held at
the Genesee River Restaurant & Reception Center in Mount
Morris.

on Tuesday, February 3rd.
